Evaluation of the Instructional Program
School Evaluation
At least annually, the Board of Education shall review test results and other indicators, consider recommendations and set appropriate policy to help ensure that the curriculum and instruction for all student populations improves in effectiveness and efficiency.

The philosophy and objectives of all schools, including those that have a specific educational focus, shall reflect the philosophy and objectives of the Board of Education. Thus, the board considers the primary purpose of school evaluation to be the assessment of how effectively schools are meeting the board's stated goals and objectives.

The Board of Education supports the establishment of direct procedures for the continual or periodic evaluation of schools. Audits shall assess how the school is organized to achieve its goals and the extent to which it is meeting the needs of its students as well as its impact on the community and the public it serves.

Evaluation of the Instructional Program
School Evaluation
Until the Board of Education acquires affiliate memberships for elementary and middle schools, alternative and magnet schools, and specialty programs in the regional accreditation association, provisions for school evaluation shall be made by visiting teams enlisted from among the professional staff and representatives of appropriate constituents of the district.

The superintendent shall assign responsibility for the development of the design of study, the nature of data collection, and other logistics relative to the observation and evaluation of school organization, program of studies, instruction, activities, services, procedures and outcomes.

A schedule shall be devised in order to assure that a reasonable proportion of schools is identified for participation in the evaluation process on a three-year cycle.

The board and system administrators shall use data derived from such studies in planning curriculum change and program modifications.

All regular secondary schools shall be evaluated periodically as a condition of their membership in the North Central Association of Colleges and Schools (NCA). The principal, under the directorship of an evaluation chairperson authorized by the state NCA office, shall lead the staff in fulfilling obligations specified in the guidelines for conducting the three (3) phases of the evaluation; self-study, on-site visits, and implementation.


The board and the administration shall review the recommendations derived from the self-study and reports of the visiting team. An expected outcome of the evaluation is an overall plan for school improvement. Follow-up reports, submitted to the North Central Association a year after the visit provide a means of support for the principle of evaluation as a continuous process.
