LOUIS BOARD OF EDUCATION POLICY INSTRUCTION ELEMENTARY, MIDDLE AND SECONDARY Evaluation of the Instructional Program School Evaluation At least annually, the Board of Education shall review test results and other indicators, consider recommendations and set appropriate policy to help ensure that the curriculum and instruction for all student populations improves in effectiveness and efficiency. The philosophy and objectives of all schools, including those that have a specific educational focus, shall reflect the philosophy and objectives of the Board of Education. Thus, the board considers the primary purpose of school evaluation to be the assessment of how effectively schools are meeting the board's stated goals and objectives. The Board of Education supports the establishment of direct procedures for the continual or periodic evaluation of schools. Audits shall assess how the school is organized to achieve its goals and the extent to which it is meeting the needs of its students as well as its impact on the community and the public it serves. LOUIS BOARD OF EDUCATION REGULATION The superintendent shall assign responsibility for the development of the design of study, the nature of data collection, and other logistics relative to the observation and evaluation of school organization, program of studies, instruction, activities, services, procedures and outcomes. A schedule shall be devised in order to assure that a reasonable proportion of schools is identified for participation in the evaluation process on a three-year cycle. The board and system administrators shall use data derived from such studies in planning curriculum change and program modifications. All regular secondary schools shall be evaluated periodically as a condition of their membership in the North Central Association of Colleges and Schools (NCA). The principal, under the directorship of an evaluation chairperson authorized by the state NCA office, shall lead the staff in fulfilling obligations specified in the guidelines for conducting the three (3) phases of the evaluation; self-study, on-site visits, and implementation.
