ST. LOUIS BOARD OF EDUCATION POLICY The Board of Education, administrative, and instructional staff feel every effort must be made to educate young people to the dangers of drugs, tobacco, and alcohol abuse. Every effort must be made to change the attitudes and values of young people who are currently abusing drugs, tobacco, or alcohol. The objective is not to punish or judge a student involved in drugs, tobacco, or alcohol abuse, but rather to prevent the use of these substances from spreading in our schools. The St. Louis Public Schools is primarily an educational institution, not a punitive or rehabilitative one and the primary concern is to protect non-using students and to eliminate the potential market place for drugs and/or alcohol.
