ST, LOUIS BOARD OF EDUCATION REGULATION No personally identifiable information or data from student records shall be disclosed to any party unless the written consent of the parent of the student or the eligible student has been obtained except as otherwise expressly provided herein, Board Regulation R5125.2, or other applicable state or federal law. Only authorized school administrators or their representatives shall disclose information from or permit review of student records consistent with the provisions of Regulation R5125.2. Only authorized school personnel as provided in said regulation shall have access to student records. Any employee who violates this regulation shall be subject to disciplinary action, including discharge. B. Discipline Records The Board will compile and maintain, at the office of Special Student Concerns, records of any serious violation of the Board's discipline policy for each student enrolled in the district. A "serious violation" of Board policy shall include any Type I or Type II offense, as defined by the Uniform Code of Student Conduct. To the extent not covered by the preceding definition, the Board will also compile and maintain as a discipline record, any “act of school violence” or “violent behavior” as defined in Section 160.261 RSMo. Discipline records should be the parts of records which identify the student, the nature of the alleged conduct, and the outcome of any possible disciplinary action. Such discipline records shall be made available to teachers and other board employees with a need to know while acting within the scope of their assigned duties, and shall be provided to any school district in which the student subsequently attempts to enroll within five (5) business days of receiving a request by that district for such records. A request shall not be deemed "received by" the board until it reaches the office of Special Student Concerns.
