ST. LOUIS BOARD OF EDUCATION REGULATION Transfers and Withdrawals -- Permissive Transfers The superintendent or the associate superintendent for site support/instructional and leadership may issue a permissive transfer to any student assigned to a regular school where such student is in the racial majority giving him/her the option of transferring to a regular school where such student would be in the minority. Free transportation, either by charter bus service or bus pass, will be provided. The board shall advise students of their option to transfer under the policy on permissive transfers by public announcement prior to September 1 of each year. The announcement will explain the permissive transfer policy and will encourage students to opt for such transfers. Hardship transfers and transfers from regular schools to special schools are not permissive transfers and are not subject to this policy. Admission to magnet schools is not subject to this policy.
