STUDENTS Transfers and Withdrawals -- Transfers to Other Schools Students may transfer from one St. Louis Public School to another when they change their legal residence. When students transfer from one St. Louis Public School to another one or transfer to a school outside the St. Louis Public School District, the following procedures will be followed: A. Certification of Grade for Elementary and Middle Any student who transfers to another St. Louis Public School, a school other than a public school, or to a school in some other city, shall be given a verification of grade level which shall be signed by the principal. At the time of promoting students from grade eight to grade nine, the principal shall present a certificate of promotion to those students who have qualified. A student moving from one school attendance area to another in the system during the summer vacation may be admitted to the school of the new attendance area without transfer, unless the student has been placed in a school by the superintendent or associate superintendent for site support/instructional and leadership, in which case a transfer by the superintendent or associate superintendent for site support/instructional and leadership is required. B. Certificate of Credits for Secondary Any student who transfers to another secondary school shall be given a letter and/or the appropriate form signed by the principal or designee . An official transcript of credits shall be sent directly to the receiving school if the transferring student's accounts are clear. C. Transfer to Another St. Louis Public School In transferring an elementary or middle student to another St. Louis Public School, the principal of the sending school shall notify the principal of the receiving school of the transfer on the appropriate form. Receiving elementary, middle, or secondary principals will require transfer students to present satisfactory evidence of residence eligibility to attend the receiving school. Such evidence shall include verification of a current address in the attendance area of the receiving school and verification of current grade level classification. Failure to present satisfactory evidence of eligibility will constitute just cause to refuse enrollment to the student. Procedures specified in regulation R5111.5 also will be observed by principals in admitting students by transfer.
