ST. LOUIS BOARD OF EDUCATION POLICY The Board of Education shall assign students to schools in a fair and non-discriminatory manner. Students will be assigned to schools based on their residing in an attendance area for that school. Prior to the start of each school year, the Board of Education will send student assignment notices to each student. This process will be in compliance with state and Federal laws.

LOUIS BOARD OF EDUCATION REGULATION School Attendance Areas - Student Assignments Students will be assigned to schools based on their residing in an attendance area for that school. The planning division shall have the responsibility of assigning students to schools each year. The assignment of students is based on projected enrollments, school building capacity, programmatic changes, anticipated school room use and pupil-teacher ratios. Prior to the start of each school year, the planning division shall send student assignment notices to each student enrolled at the end of the previous school year. The recruitment and counseling center will assign students new to the district. A student is required to attend the elementary, middle or secondary school serving the attendance area in which he/she has legal residence with the following exceptions. 1. The student has been granted a permissive transfer. 2. The student has been granted a hardship transfer. 3. The student has been duly processed and enrolled in a special education program, a magnet school or some other alternative program. 4. The student is transported to a school as the result of overcrowding in the school that serves the students area of residence. 5. The student is attending a school as part of an officially adopted plan which is designed to reduce racial isolation. 6. The student is attending a school as the result of the issuance of an adjustment transfer. 7. The student is attending a school as the result of the issuance of an administrative transfer. 8. The student is attending a school as a non-resident student after paying the required tuition or after having been granted a waiver of tuition. Eligibility to participate in interscholastic athletics or activities controlled by the St. Louis Public High School League and Missouri State High School Activities Association is not automatically granted by permission from the Board of Education to enroll in another school by exceptions 1, 2, 3 and 7 above. The principal shall make certain that such interested students are informed of the effect on their athletic eligibility of a transfer or special permit to enroll in another school. 9. The student is transferring from a school identified for improvement under federal law or pursuant to the Desegregation Settlement Agreement. 10. The student is a homeless student attending a school of origin pursuant to R6171.3.1. Building principals may not admit students with legal residence outside of the attendance area served by the school unless a permit has been issued by an assistant superintendent, the recruitment and counseling office, or the superintendent of schools. In instances in which a permit is not required, principals must have written verification that the student has been duly processed and is entitled to enroll as a participant in one of the programs described in 3, 4 and 5 above. Principals are required to make every reasonable effort to determine that all students who are enrolled in the school are legal residents of the area served by the school or that they are entitled to enroll based upon one of the exceptions cited herein.
