ELEMENTARY, MIDDLE, AND SECONDARY

Initial Eligibility Criteria for Children with Learning Disabilities

The St. Louis Public Schools shall determine initial eligibility for children three through kindergarten age eligible according to the following guidelines.

For children aged 3 to 5 (not kindergarten age eligible):

Identify all children as eligible using any of the disability categories including that of Young Child with a Developmental Delay.

For children who are kindergarten age eligible, to determine continuing eligibility for special education:

Identify all children using the same disability category used originally to determine the child eligible.

Identification of Kindergarten Age Eligible Children for Special Education:

Children who are kindergarten age eligible (age 5 by August 1) and have not been identified as eligible for special education in prior years must meet criteria of any disability category other than Young Child with a Developmental Delay.

Identification of First Grade Age Eligible Children for Special Education:

Children who are first grade age eligible (age 6 by August 1) must meet criteria of any disability category other than Young Child with a Developmental Delay.
