ST. LOUIS BOARD OF EDUCATION POLICY The board shall adopt and monitor a staff assessment program which conforms to statutory and regulatory requirements. The performance of employees shall be evaluated on a continuous basis to assure the delivery of quality educational services for the district's students and the entire community, to assess the effectiveness of each employee's performance, to assist the employee through fostering self development, to recognize satisfactory and above average performance, and to separate from the district employees whose performance fails to support and facilitate quality education. A major goal of the evaluation is the improvement of instruction and the enhancement of student achievement. All evaluation judgements and decisions are to be based on carefully documented evidence. This evidence shall be assembled from any available resource of the school system and shall include the observation of the staff member in the performance of his/her assignment, an evaluation of the products produced and an assessment of student achievement through any available record of student performance.

LOUIS BOARD OF EDUCATION REGULATION Each department head and principal shall be responsible for evaluating the overall performance of all assigned employees in such a manner and as often as is required by the superintendent of schools. The superintendent may form a special evaluation team or teams to evaluate employees assigned to a particular building. Members of such teams may or may not be employees assigned to the building affected.
