ST. LOUIS BOARD OF EDUCATION REGULATION The basic consideration in the assignment of certificated personnel will be the needs of students and the instructional program. It will be the policy of the board that personnel be assigned on the basis of their qualifications in compliance with state requirements, the needs of the system, court mandated staff balance requirements and the employee's expressed desires. A principal shall assure that all teachers are assigned to teach classes and courses for which they are certified by the Missouri State Department of Education.
