PERSONNEL POLICIES AND REGULATIONS – GOALS AND MANPOWER PLANNING

The Board of Education believes that the district personnel constitute the most important resource for effectively conducting a quality educational program.

In order to maintain continuous and effective staffing with personnel who have skills, knowledge, experience and related qualifications, the Board of Education shall assure advanced organizational planning, to the extent possible, which provides for the coordination of goal-directed activities. These activities shall address the type and number of personnel needed by the district in the future, the standards to be established for the employment of all categories of personnel, and the kinds of plans needed to ensure that the district attracts the variety of competent personnel needed to fulfill its goals.

The board, therefore, establishes two major goals for the Division of Human Resources:

1. The development and implementation of strategies and procedures which help the school system attract, retain and develop the kind of human resources needed to effect desirable educational changes.

2. The development of administrative regulations and the implementation of personnel procedures to enhance working conditions which are conducive to high morale and which enable each staff member to make the fullest contribution to district programs and services.
