NON-INSTRUCTIONAL OPERATIONS Auxiliary Agencies Transportation Routes and Services -- Bus Passes
An administrator designated by the superintendent or designee shall promulgate the necessary reporting procedures to assure the orderly issuance of, and accounting for all bus passes. Upon the recommendation of the principal, the superintendent, through the assistant superintendent, shall suspend or revoke the use of bus passes for students who either misuse the bus pass by sale, barter, transfer to others, misbehave while on the bus, or who engage in truancy.

NON-INSTRUCTIONAL OPERATIONS Transportation -- Routes and Services -- Bus Passes Application for a free bus pass shall be made by the parent or guardian on Form SD-77, Parent's Carfare Agreement, and submitted to the school principal. The names of students for whom parents or guardians have made application for bus fare shall be sent to the superintendent of schools representative for approval. The names shall be submitted in triplicate on Form SD-42 Application for Bus Passes. On the SD-42, if the passes are to be delivered to someone in the school other than the principal, that name shall also be in the heading. The name of any individual student shall be submitted on Form SD-42 only one time during the school year, unless issuance of bus fare has been previously disapproved and changes have occurred later which appear to make the student eligible to receive bus fare. Exception to this procedure shall be made for students attending designated special alternative or magnet programs. Upon receipt of Form SD-42, eligibility for a free bus pass shall be determined. Two copies of the SD-42 giving the names of students eligible to receive bus fare shall be sent to the purchasing division. The purchasing division shall forward to the school a pass for each student along with a copy of the SD-42. Unclaimed passes shall be sent to the purchasing division no later than Friday of each week with name(s) of students who no longer will receive a pass. When a student who has been approved for bus fare becomes ineligible by moving away, etc., the principal shall delete the name of the student from the list and inform the purchasing division as indicated above. During the school year, weekly student passes shall be sold in the school for the Bi-State Transit System. Each school shall identify the number of passes needed and notify Bi-State. The Bi-State Transit System shall give the school a determined amount of money collected for each pass sold. The amount received shall be placed in the school fund. Returns from the sale of passes shall be made by school check and mailed directly to Bi-State. Unsold passes and completed application forms shall be submitted to Bi-State when new passes are received by the school. The Bi-State Transit System will not cancel passes that are lost or stolen after being issued to students. Each school will be responsible for all passes received and sold to students. The sale of Bi-State passes shall be separately administered from free bus pass procedures in each school. The superintendent shall suspend or revoke the use of bus passes for students who either misuse the bus pass by sale, barter or transfer to others, or who engage in truancy.
