Purchasing Procedures
Purchases/Contracts -- Public Bidding Requirements

In compliance with Missouri statutes, the superintendent of schools and such other officers or employees as designated may directly make contracts for work, materials, equipment or supplies required by the system up to $5,000 without public letting and without advertising for or inviting bids, provided that the prescribed procedures relating to this subject are followed.

Public bidding is required in the following contracts:

1. Contracts for the erection of school buildings.

2. Contracts for repairs and alterations or additions to school property, materials, equipment, or apparatus to be furnished exceeding the sum of $5,000.

3. Contracts for the furnishing of supplies and materials required in the schools and by the board, including food purchases, exceeding the sum of $5,000.

Public bidding for other types of contracts shall be optional at the discretion of the fiscal control officer or designee.

Purchases/Contracts -- Bidding Procedures

BIDDING GUIDELINES - When bids are solicited publicly, the following shall take place:

1. The necessary specifications and/or drawings shall be prepared and bids therefore shall be solicited by advertisement.

2. All bids received shall be deemed final, conclusive and irrevocable, and no bid shall be subject to correction or amendment for any error or miscalculation. No bid shall be withdrawn following the opening of bids without the recommendation of the administration and the approval of the board.

3. Bids on contracts for the erection of school buildings and contracts for repairs, materials, alterations, or additions to school property shall be accompanied by a certified check or bid bond as prescribed by the commissioner of buildings, grounds, and property management. The requirement for a certified check or bid bond on contracts for the purchase of supplies, materials, and services on other board contracts shall be optional at the discretion of the fiscal control officer.

4. No bid shall be entertained which is not made in accordance with the specifications and drawings furnished and all contracts shall be let to the lowest responsible bidder complying with the terms of the letting. The board shall have the right to accept or reject any and all bids.


5. In the event a bidder is not awarded the contract, the bidder’s deposit shall be promptly returned or the bid bond released, as the case may be. If a bidder is awarded a contract but fails or refuses to honor the award by executing the required written contract, the board on recommendation of the administration may declare the bidder’s deposit forfeited or may proceed against the surety on the bid bond, as the case may be.
