LOUIS BOARD OF EDUCATION POLICY PHILOSOPHY, GOALS AND OBJECTIVES PHILOSOPHY PHILOSOPHY The Board of Education and staff of the St. Louis Public School System believe that learning is a life- long process. It involves physical and mental activities and affects all facets of a person's character and personality. We believe that a formal education is a series of planned experiences designed to impart specific information and various skills. our schools should provide experiences that develop responsible, intelligent, self-directed human beings who function as effective citizens, who possess sound values, who are economically competent, who are career- oriented, who exhibit good physical and mental health, who live and work harmoniously with others, and who habitually respond to personal and group issues with sound reasoning, emotional commitment and control, creativity, and human sensitivity. We believe that if we promote learning in all areas, our students will have opportunities to become responsible members of society who can function in a technology-oriented world. We believe that they will thus have the opportunity to become fulfilled human beings who can savor the best of life's experiences. Public education in St. Louis is administered by the Board of Education, 12 citizens chartered with administrative authority for building schools, hiring teachers, supervising instruction, and making policy. Members are elected by city voters to serve six-year terms without compensation. Elections are held every two years, with four members elected each time. The board operates under the constitution and statutes of the state of Missouri.
