ST. LOUIS BOARD OF EDUCATION POLICY
CONSTRUCTION
AWARD OF CONTRACTS
Emergency Repairs
The superintendent, or his/her designee, may contract for emergency repairs
without prior board approval in the following circumstances:
· when board property has been damaged through fire, vandalism,
windstorm, hail, earthquake, or other force majeure; or
· when board property has failed or broken down; and, as a result
the safety of persons using the facility is in immediate jeopardy; or
· the facilities cannot be used for educational purposes and such
use is immediately necessary to carry out the educational program.
The superintendent, or his/her designee, may contract, after requesting
at least three informal bids, for emergency repairs in an amount not to
exceed $50,000. Emergency repair contracts estimated to exceed $25,000
will be secured by an appropriate performance/payment bond. Any such contract
will be submitted for ratification or approval at the next regularly scheduled
meeting of the board. In an emergency, the superintendent or his/her designee
may, if necessary, enter into a time and material contract on a “not
to exceed” basis to continue operation of a facility or to avoid
additional damages to board property.
